If you are a WhatsApp user and have iCloud backup, then you can restore your WhatsApp backups to Android. However, if you are not a WhatsApp user and have iCloud backup, then you cannot restore your WhatsApp backups to Android. To restore your WhatsApp backups to Android, firstly create a new iCloud account and password.
