Andrew Leak, 66, from High Wycombe in Buckinghamshire, is believed to have taken his own life after throwing two or three “crude” incendiary devices at the Western Jet Foil site in Kent last Sunday. Counter-Terrorism Police South East (CTPSE) said on Saturday that evidence had been found to suggest the attack was “carried out by a terrorist ideology”. “Several key witnesses have been spoken to during the course of the investigation and some items of interest have been recovered, including digital media devices,” a statement said. “Evidence from the examination of this evidence suggests that there was a far-right motive behind the attack.” Police said there was no indication Leak was working with anyone else or that there was a wider threat to the public. Tim Jacques, the senior national co-ordinator for Counter-Terrorism Policing, said: “Increasingly in counter-terrorism, across all ideologies, we are seeing people who have mental health concerns and a mindset of hate. “Assessing when this crosses the line into terrorism is a complex process and needs to be carefully considered on a case-by-case basis. “These decisions must be determined by the facts, so far as they can be ascertained at any time. “Having considered the evidence gathered so far in this case, while there are strong indications that mental health was likely a factor, I am satisfied that the suspect’s actions were primarily motivated by an extremist ideology. “This meets the threshold for a terrorist incident.” Facebook posts on a now-deleted account under the name of one Andy Leak from High Wycombe contain anti-Muslim sentiment.
