“We have made a concerted effort to crack down on smuggling organizations. It is not just domestic security investigations, it is not just US customs and border protection. But we are working very closely with the Federal Bureau of Investigation, a number of “Department of Justice and, of course, our partners in Mexico,” Mayorkas told CNN. “I think it’s scale and scope; it’s tactical and strategic. It’s really unprecedented,” he added. Mayorkas attends the Ninth Summit of the United States, hosted by the United States in Los Angeles. The gathering of nearly a dozen Western heads of state has focused on stabilizing and investing in the region to partially stem the flow of immigration – an issue that has plagued US presidents, including Joe Biden, for years. Mass migration within the hemisphere came to the fore again this week, as thousands of migrants joined a caravan heading to the southern border of the United States. Asked how the latest operation is being implemented in this caravan, Mallorca stressed that the administration “is fighting the smuggling organizations that exploit these people.” Operation Sting, led by the Department of Homeland Security, has so far yielded about 20,000 “disturbances” that include arrests and prosecutions, confiscation of property and criminal investigations, according to the department. The US has also increased more than 1,300 staff across the Western Hemisphere and invested more than $ 50 million. In the past eight weeks, nearly 2,000 smugglers have been arrested, a 600 percent increase in law enforcement crackdowns on such agents compared to efforts in previous years, DHS reported. The latest operation is based on previous initiatives by the Biden government to crack down on smugglers on whom migrants often depend as they head to the US-Mexico border. Last spring, DHS also announced an effort to crack down on smuggling criminal organizations, along with federal partners. DHS also set up a new intelligence gathering and law enforcement unit to monitor the movement of migrants and helped set up a working group, led by the Ministry of Justice, to investigate and prosecute smuggling and trafficking networks.
Immigration is approaching at the US Summit
At the southern border of the United States, a new trend has emerged that challenges the Biden government: About 40% of border crossings now come from countries outside Mexico, Guatemala, Honduras and El Salvador. More than 6 million Venezuelan refugees and migrants have fled the country, according to the Ministry of Homeland Security. Nicaraguan people are also migrating more and more, as are Haitians who moved to the area years ago. During the US Summit, administration officials acknowledged mass migration to the Western Hemisphere, stressing the need for all countries to help ease the flow and create better conditions in the country. The rally served as a platform for the Biden government, regional leaders and the public and private sectors to reach agreements on how to curb the flow of irregular migration. Biden aimed to show a level of coherence in the policies of the two continents, but boycotts by leaders of many nations – including Mexico and three Central American countries – hampered the summit. The four leaders refused to attend because Biden refused to give invitations to the three authoritarian leaders, instead sending lower-level delegations. Mayorkas dismissed concerns about key leaders bypassing the summit, telling CNN: “All countries are represented here. So, of course, the Mexican president is not here, but I was lucky enough to see the Mexican foreign minister. “Minister Ebrard. Here, with whom I have worked very closely on all my travels in Mexico, as well as in our ongoing dialogue. So no, my confidence is impeccable.” On Friday, the countries participating in the US Summit are expected to sign an immigration declaration aimed at outlining how the region should share responsibility for welcoming migrants.

New funding for stabilization efforts
On Friday, as part of the US Summit, Biden announced regional cooperation in tackling mass migration to the Western Hemisphere. The agreement, called the Los Angeles Declaration, was signed by 20 nations in the Western Hemisphere. The agreement “focuses on sharing responsibilities and providing financial support to countries hardest hit by refugee and migration flows,” a senior government official said ahead of Friday’s revelations. According to the declaration, governments are expected to commit to expanding temporary workers’ programs, strengthening legal avenues such as refugee relocation and family reunification, providing support to countries hosting large migrant populations, and combating human trafficking networks. Speaking at a presentation of the declaration with other signatories, Biden said: “No nation should bear this responsibility alone.” The President also argued that it is up to “every country” to maintain a smooth and humane immigration process. “We must stop the dangerous and illegal ways in which people migrate,” he said. “Illegal immigration is not acceptable.” Biden also stressed that human traffickers will not be tolerated, saying: “If you are chasing desperate and vulnerable migrants for profit, we are here for you.” The United States has announced new $ 314 million in federal funding for “stabilization efforts in America,” according to a White House news release. Ahead of the US summit, administration officials have repeatedly stressed the need to support countries in the region that host immigrants and refugees, especially Venezuelans who have fled in large numbers. The funding is part of a concerted effort to encourage countries across the Western Hemisphere to share responsibility for immigration in the hemisphere and to provide opportunities for migrants in the hope of stopping irregular migration. Colombia and Ecuador, for example, are among the countries that provide support to Venezuelans and are committed to providing a path to legal status within their countries for these migrants. Canada also plans to step up its efforts by increasing the number of refugees it receives from the United States to 4,000 by 2028. Similarly, the United States will resettle 20,000 refugees from the United States in the next two years, an increase from previous years. And Spain will “double the number of working routes for Honduras,” the newsletter said. At this week’s summit, Biden highlighted the region’s economic opportunities and job creation, which is reflected in the latest round of immigration commitments. The US Department of Agriculture has announced a pilot program to support U.S. farmers in hiring farm workers with existing temporary work visas. Mexico has pledged to integrate thousands of refugees into the Mexican labor market over the next three years, while Canada has said it will accept more than 50,000 agricultural workers from Mexico, Guatemala and the Caribbean this year. Asked by reporters how the US plans to monitor the various commitments, a senior government official said it would be an “ongoing dialogue”. This story has been updated with additional details.
