Without a deal, tens of thousands of education support workers – including custodians, early childhood teachers, teaching assistants and administrative staff – will join a province-wide strike “until further notice”, despite now being illegal.
The Keeping Students in Classroom Act, or House Bill 28, was filed Monday and passed Thursday afternoon.  In it, the illegal clause legislated a four-year contract on workers while making it illegal to take up any work.
CUPE is demanding an 11.7 percent wage increase, equal to about $3.25 more an hour across all levels.
Under Bill 28, however, the contract calls for a 2.5 percent annual pay raise for people making less than $43,000 a year and a 1.5 percent raise for all other employees.
“For the sake of Ontario’s two million students, to keep classrooms open, CUPE left us with no choice but to pass the Keep (Students) in the Classroom Act,” Education Minister Stephen Leche said at a press conference today.
Unionists who still choose to strike can be fined up to $4,000 individually, while unions that organize the strike can be hit with $500,000.
