The council began hearing arguments after the education minister applied to have the withdrawal illegal.
The province also claims two union leaders advised its members to go on an illegal strike.
The Canadian Union of Public Employees, which represents 55,000 education workers, maintains the action was a political protest and not a strike.
Thousands of education workers rallied across the province to voice their concerns over a bill passed Thursday by the Ford government that would strip them of their right to strike and impose a four-year contract.
The job action closed several schools and the union said the strike would continue indefinitely.
