The State Department said there was “intense street-to-street fighting” and that “both sides are likely to have heavy casualties.” In an interview with Ukrainian media, the governor of Luhansk, Serhiy Haidai, said that Ukraine is simply surpassed by Russia. “The only problem in Ukraine is the lack of long-range artillery. If there was enough artillery and ammunition for that, we would repel the enemy artillery and I can guarantee that our army would completely clear the city in two days.” he said.
