Kyiv Mayor Vitali Klitschko said the city’s water supply had been fully restored and the electrical system repaired, but added that rolling blackouts would continue on Tuesday. Ukrenergo, the operator of Ukraine’s electricity transmission system, said the power supply would be cut in seven regions, including Kiev and the northeastern region of Kharkiv.
